Ministry of Natural Resources Issues New Regulations on Surveying and Mapping Qualification Management

On 2026 year, 4 month, 20 day, the Ministry of Natural Resources issued the "Provisions on the Administration of Surveying and Mapping Qualifications (2026 Edition)" and the "Classification and Grading Standards for Surveying and Mapping Qualifications (2026 Edition)" to further optimize surveying and mapping qualification management and promote healthy industry development.

Key Changes:

• Simplify approval process:Implement the notice-and-commit system; reduce approval timelines to 10 working days.
• Lower the entry barrier:The requirement for Grade B qualified personnel is reduced from 25 to 15.
• Encourage adoption of new technologies:Inclusion of new technologies and equipment such as drone aerial surveying and real-scene 3D modeling in qualification criteria
• Strengthen supervision during and after the fact:Establish a credit evaluation system and implement differentiated supervision.

The new regulations take effect on 2026/6/1. Existing surveying and mapping units must complete their license renewal by 2027/6/1.
